New Directions in International Responsibility: Seminar on the Responsibility of International Organizations

This seminar brings together a number of leading experts to explore crucial aspects of the evolving public international law that concerns international organizations. Such organizations have become increasingly important in international affairs and in the demand for institutional management of global issues.
At the same time there is a growing call for international organizations to ‘answer up’ for their activities. As the potential effects of their activities become apparent, interest in the available forms of recourse has increased. Demands for accountability have been strongest where international organizations exercise governance functions or affect individual rights.
The International Law Commission’s (ILC) Articles on the Responsibility of International Organizations are a critical new development in the law regulating international organizations. Through recourse to this framework, the seminar will discuss issues of international responsibility related to the developments within the European Court of Human Rights, EU Member State responsibility for FRONTEX operations, UNHCR’s responsibility in refugee camp settings, Member State responsibility in military operations, and the question of shared responsibility.
