Professor Sigrid Eskeland Schütz will analyse the Norwegian system for municipal land use planning and central government control compared with Canada and Scotland, research that is also highly relevant under Horizon 2020 and JPI Urban Europe. Key issues include what rules apply to decision-making competence in land use planning, what body is competent to consider appeals against decisions and the possibility of going to court in cases where disputes arise between a municipality and the state. A comparison of policies allowing the state to take over decision-making processes in several countries’ systems will illustrate the effectiveness of the Norwegian rules on formal objections and how the Norwegian model compares with respect to the division of competence between the state and municipalities. Cooperation with our partners Marie-Claude Prémont (Canada) and Professor Anne-Michelle Slater (Scotland) will be particularly important in this subproject.
