Safety culture and sustainable safety performance in the maritime transportation sector

As a result of a number of serious accidents in the maritime sector, the International Safety Management (ISM) code was implemented in the period 1998-2002 with the intention to strengthen maritime safety culture and ensure a safe work environment on board ships. National and international statistics show that the intentions of the ISM code have not been fully realized.

The Operational Psychology group has in collaboration with Stord/Haugesund University College received funding from the Research Council of Norway to identify individual, structural and organizational factors that influence safety in the maritime sector.

The project has two parts. The first part tries to understand why safety management in the maritime sector seemingly has had limited effect. A focus on safety management and safety culture is not sufficient to prevent accidents and unwanted incidents. Most estimates show that between 70-80% of all accidents can be attributed to human failure, and the main aim of the second part of the project is to examine how individual and interpersonal factors contribute to safety and safe behaviour on board.
