The objective of the Translation and Process team is to apply methods and tools to assist in the implementation of systematic, accountable, and transparent procedures among key stakeholders in defining, deliberating on, and planning the rollout of priority health services and health benefits packages in Malawi and Zanzibar. Watkins will be responsible for technical aspects of the health benefits package analysis in collaboration with the Core Analytics and Data Visualisation teams.

The teams will work together to produce country-specific analyses of various health benefits package revision scenarios, including estimates of costs, health consequences, potential distributional consequences, and financial risk protection benefits. This work will include a primary costing database of health services for Ethiopia, Zanzibar and Malawi and data collection and analysis on health care expenditure by delivery platform.

The Translation and Process team will also be responsible for developing tools to facilitate stakeholder deliberation and support documentation of the priority setting process in Malawi and Zanzibar. Input to deliberations will be economic evidence on cost-effectiveness, equity impact, and financial risk protection from DCP3 (Disease Control Priorities), WHO-CHOICE and other relevant sources, presented through the visualisation tools, with decisions made independently by key national decision makers.
