Professor Berte-Elen Reinersten Konow has contributed to investigating the need for screening economic activity against businesses not subject to the security law (NOU 2023:28).
A brief overview of the investigation:
The Investment Control Committee was appointed by royal resolution on October 28, 2022, and submitted to the Ministry of Trade, Industry and Fisheries on December 4, 2023.
The committee unanimously proposes the establishment of a new law for investment control, a reporting system for foreign direct investments in security-sensitive sectors, and a dedicated investment control authority.
"The committee believes that the current Norwegian investment control has several weaknesses and stands out when compared to how other countries manage the risk of foreign investments. The solutions proposed by the committee will contribute to improving security while keeping Norway an attractive country for foreign investments," says committee leader Per Sanderud.
The committee also believes that Norway should cooperate more closely with the EU and other important trading partners.
