1. Local Public Authorities

The formal political institutions such as municipalities and local government, have their democratic power base in the support they have within the local public sphere through the legitimacy they are assigned by the citizens. The growth of the non-governmental organizations in the municipalities is an important aspect of the public and will be monitored through archives and literature studies of data in selected municipalities. In addition, we will examine the links to the organizations' own regional and central organizations, and the origins and development of newspapers and other means of communication locally.
