EU/EEA citizens

Requirements to live and work in Norway for citizens from the EU or EEA.

EU/EEA citizens who are relocating to Norway must complete two steps:

  1. Online registration
  2. In-person meeting

The registration cannot be started before you arrive in Norway.

You are entitled to move to Norway and start working right away, provided you register within three months. However, we strongly recommend that you start the registration process as soon as you have arrived in Norway as it can take some time.

Step 1 - Online registration

Guide for the online registration form, to be submitted as soon as possible after your arrival in Norway.

  1. Start the registration at registration scheme for EU/EEA nationals and choose "Employee who is an EU/EEA national" if you are formally employed by UiB.
  2. On the next page, study the displayed information carefully, then click "How to register".
  3. In the next step, type what municipality you will live in, normally "Bergen".
  4. If you register as an employee, note that your UiB employment contract satisfies the requirements listed in point 1 of the checklist so you do not need an employment certificate.
  5. Click "Go to the application form" in point 2 of the checklist. This will take you to the UDI application portal. Create a user if you do not already have one and tick the disclaimer.
  6. Go through the introduction and rights and duties information. 
  7. Fill in your personal and contact information. You will be asked to provide an address in Norway. If you do not have an address at this point, you can use the address of your UiB department/unit.
  8. In the Basis for residence step, choose the "I have a job in Norway" if you are formally employed by UiB. Employees of UiB will be asked to provide the organization number of UiB which is 874 789 542.
  9. In the Meeting point section, choose "SUA office" and then "Vest police district, Service center for foreign workers in Bergen". If you will be living outside of Bergen contact euraxess@uib.no for advice.
  10. As part of the registration, you will be asked to book an appointment. Choose the first available time slot after your planned arrival. See "Step 2 - In-person meeting" below to find detailed information about this appointment and a list of the documents you need to bring with you. 
  11. Check all the information in the summary section and once everything is correct, submit your application.

Moving with family

If you are coming to Norway with your family and they are also EU/EEA citizens, they should also register at UDI. If they are not EU/EEA citizens, they can apply here

Step 2 - In-person meeting

To finalise your registration you must have an in-person meeting with the police and Tax Administration to:

  • Get your registration certificate (Police)
  • Apply for a tax deduction card (Tax Administration)
  • ID control and reporting a move to Norway (Tax Administration)

All this will be done at SUA. You have to book two separate appointments, one for the police and one for the Tax Administration. There is a long wait for an appointment with the police, check back every week for available appointments. 

For your appointments at SUA you must bring: 

  • Passport or National ID card approved as a travel document in the Schengen Area.
  • Completed notification of moving to Norway to the Tax Authorities.
  • Valid rental contract or property purchase documents. If the rental contract is older than three months you will need an updated rental contract or confirmation from the owner that the contract is still valid. If you have changed your address in Norway since you applied for a residence permit, you must inform the police about this at your appointment, so that the correct residence address is registered in the National Population Registry.
  • Employment contract with UiB. If this is older than three months you must bring a confirmation that this is still valid. 

If you can document a property purchase or rental contract valid for at least 6 months, you will, normally within three weeks, receive a permanent Norwegian ID number in a letter from the Tax Administration. If you cannot document the housing requirements, you will receive a temporary Norwegian ID number, a so-called D number. Both the permanent and temporary Norwegian ID number will allow you to open a Norwegian bank account, but only a permanent Norwegian ID number will lead to the assignment of a general practitioner (GP) in Norway. Once you have a housing contract exceeding 6 months notify the police and a permanent ID number will be issued.

What if my family is non-EU/EEA citizens?

Family members of EU/EEA nationals, who are not EU/EEA citizens themselves, may apply for a residence card. The application can be sent before or after you arrive in Norway. You can find the application form for family immigration at UDI.

When you have received your Norwegian ID number, you must send the ID number to the payroll office at post@lonnskontoret.uib.no so they can register you correctly and correct your tax deduction rate. You may also open a Norwegian bank account.

 

After five years of residency in Norway, it is possible for EU/EEA nationals and their non-EU/EEA national’s family to apply for permanent right of residence.
